(Adopted by the 11th National Member Representative Assembly of the Chinese Association of Automation)
Chapter I General Provisions
1. These regulations are specifically formulated to strengthen the links between the members of the Chinese Association of Automation (hereinafter referred to as the Association) and the organizations at all levels of the Association, to standardize the development, service and management of the members, to fulfill the rights and obligations of the members, and to make the organizations at all levels better member services, according to the provisions of the General Principles of the National Society promulgated by the Chinese Association of Science and Technology and the Articles of the Chinese Association of Automation (hereinafter referred to as the Articles)
2. Membership of the Association is divided into corporate member and individual member. Individual members are divided into Associate Member, Ordinary Member, Senior Member, Foreign Member and Fellow.
3. Members shall enjoy the powers stipulated in the Articles and perform the corresponding obligations stipulated in the Articles.
4. These Regulations apply to members of the Association.
Chapter II Membership Conditions
5. Members applying to join the Association must meet the following conditions:
(1) Recognizing the articles of the Association;
(2) Having the will to join the Association;
(3) Paying the dues as required;
(4) Having certain influence in the professional field of the Association, which meets one of the following specific conditions;
1) Associate Member: Current undergraduate or postgraduate in automation and related majors. (Associate members only pay the one-off registration dues, do not pay dues; associate members have no right to vote and to be elected; the associate member who reaches the academic level of ordinary member could become an ordinary member upon the approval.)
2) Ordinary members: Professionals engaged in automation and related science and technology, including those engaged in research, development, applications, industry, education, management, media, services, and those in other fields who are interested in automation technology, applications and popularization.
3) Senior Member: Scientific and technical personnel with the membership more than two years; who has a professional title equivalent to an associate professor or above or has a doctorate in automation; or who has engaged in automation and related industry at least 5 years and makes outstanding achievements.
4) Foreign members: Foreign professional engaged in automation technology who have high academic achievements and are friendly to China and are willing to maintain contact, exchange and cooperation with this Association.
5) Fellows: Scientific and technical personnel who has outstanding achievements in the field of automation science, and has high academic attainments, and has made significant contributions to scientific research, production, education and management.
6) Corporate members: Enterprises, institutions and related academic societies legally established in China that are engaged in research, production, teaching, service and management in the field of automation and that have a certain number of scientific and technological personnel and are willing to participate in and support the relevant activities of the Association, and pay the dues according to regulations.
6. All associations of automation on the level of provinces, autonomous regions, and municipalities directly under the Central Government (hereinafter referred to as provincial association) are corporate members of the Association and accept guidance from the Association. Individual members of the provincial association are also members of the Association.
7. Scholars from Hong Kong, Macao, Taiwan and other countries and Chinese scholars living abroad can apply for member, senior member and fellow of the Association.
8. The following persons are not eligible for membership:
(1) The person who serves the sentence during the criminal punishment;
(2) The person who has a breach of contract or bad credit record identified by the Association;
(3) The person who seriously damage the interests of the Association;
(4) The person who does not have the qualification to join after investigation.
Chapter III Membership Admission Procedure
9. Membership Admission Procedure:
(1) An application for membership shall be submitted through a permanent body or branch of the Association; senior members shall be recommended by one or more senior members or fellows. A fellow shall be recommended by one or more fellows.
Senior Member: nominated by one or more senior members or fellows, the nominee fills in the Application Form for Senior Membership (including the comments by referrer and the basic information of 3-5 reviewing experts < above Associate Professor>); the reviewing experts will fill in the recommendation based on the research results and performance of the nominee, and the Association office will summarize the recommendations of the reviewing experts and submit them to the membership review committee for approval; the Application Form for Senior Membership and the summarized recommendations are reviewed and approved by the Credentials Committee to determine the senior membership of the nominee, and notify it to the Standing Council finally.
Foreign member: the person shall file an application, then become a foreign member, after the applicant is recommended by the member of the Association or recommended by the Association, the branch of the Association, the provincial association of automation, and the application is approved by the Council or the Standing Council, and reported to the Chinese Association for Science and Technology for record.
Fellows: According to the relevant regulations of the Chinese Association of Automation, the candidates for the fellows are nominated by a fellow of the Association, and the nominee fills in the Application Form for Fellows (including the comments by referrer and the basic information of 5 reviewing experts < above Professor>); the reviewing experts will fill in the recommendation based on the research results and performance of the nominee, and the Association office will summarize the recommendations of the reviewing experts and submit them to the fellows review committee for approval; the Fellows Review Committee will review the candidates of the fellows and submit the results of the review to the meeting of the President of the Association for consideration and decision.
(2) Being discussed and approved by an organization authorized by the Council or the Standing Council;
(3) The individual members shall be uniformly issued a membership card by the Association, and the corporate members shall be uniformly issued the corporate membership certificate by the Association.
Chapter IV Dues and Membership Services
10. The Association collects the required membership dues from members according to the relevant regulations of the Ministry of Civil Affairs, the Ministry of Finance, and the Chinese Association for Science and Technology.
11. Standards of Contributions
(1) Individual members:
1) Associate Member: A one-time registration dues of 50 Yuan.
2) Ordinary member: 200 Yuan / year.
3) Senior member: 200 Yuan / year.
4) Fellow: 200 Yuan / year.
(2) Corporate members: (Only pay one of these, subject to the highest standard)
1) Institutions, research institutes, institutions of higher learning, social groups, etc.:
A. Corporate member: 5,000 Yuan / year;
B. The unit council member (the standing council unit and the vice council unit): 10,000 Yuan/year;
2) Enterprises (companies), etc.:
A. Corporate member: 10,000 Yuan / year;
B. Council unit: 30,000 Yuan / year;
C. Standing council unit: 50000 Yuan / year.
12. Duration of payment of contributions:
(1) Individual members of the Association can pay their contributions annually, of which:
1) Registered individual members pay the current year’s membership dues by the end of February each year;
2) The newly registered member shall pay the current year’s membership dues within one month after being approved to join the Association; if the membership is approved after July 1 of the current year, the current year’s membership dues shall be paid at 50% of the annual contribution standard.
(2) Individual members can also pay multi-year membership dues in one lump sum:
1) Members who pay 10-year dues in a lump sum can become a lifetime member;
2) Individual member over 60 years old can become a lifetime member by paying 500 Yuan in one lump sum;
(3) The corporate member units of the Association shall pay the membership dues annually.
(4) Council member of the Council/Standing council member /Vice President of the Association shall pay membership dues of five years in one lump sum.
13. Payment Methods for Contributions
(1) Members of provincial-level associations pay membership dues to provincial associations;
(2) Members of the permanent body and branches, corporate members of the Association, shall pay membership dues to the Secretariat of the Association;
(3) The membership dues can be paid by cash, cheque, bank transfer, Alipay or UnionPay;
(4) The Finance Department of the Association will issue a Unified Receipt of Social Organization Contributions printed by the Ministry of Finance after receiving the membership dues.
14. The management of the use of membership dues. The dues collected by the Association are managed by the finance department of the Association and are used in accordance with the financial regulations of the Association.
(1) Scope of use of membership dues
1) Dues for membership services: expenses such as sending journals, building websites, and sending relevant materials;
2) Expenses for activities: expenses or subsidies for working meetings, councils, standing councils, large-scale events hosted by the Association;
3) Other expenses: expenses such as membership management, reception of member units, etc.
(2) The Standing Committee held by the Association at the beginning of each year shall review the financial receipts and expenditures of the previous year.
(3) The Association publishes the payment of the membership dues of the previous year on the website of the Association in the first quarter of each year.
(4) The receipts and expenditure of the Association’s membership dues shall be audited by the designated accounting firm of the Ministry of Civil Affairs.
15. Services available to members
(1) Individual members
1) Enjoy the discount on or the free subscription to information provided by the Association (by email);
2) Enjoy the discount on or the free participation in various academic activities organized by the Association or its technical committee;
3) Enjoy the discount on or the free subscription to a publication signed with the Association;
4) Enjoy the discount on participation of continuing engineering education or the qualification training for professional and technical job provided by the Association;
5) Other services that may be provided by the Association.
6) Senior members and fellows have the qualification to apply for the candidates of the council members of the Association. Senior members have the right to recommend senior member to the Association. The fellow has the right to recommend senior members and fellows to the Association.
(2) Corporate members
1) Have the right to send representatives to participate in the National Members Representative Assembly;
2) Have priority to participate in relevant activities organized by the Association and enjoy preferential treatment;
3) Enjoy the discount on the obtaining of the relevant information, academic journals and services of the Institute;
4) Obtain technical consultation, new product appraisal, project acceptance and other services under the preferential conditions;
5) Obtain product training and technical training under preferential conditions;
6) Obtain other services offered by the Association under preferential conditions.
Chapter V Membership Management, Transfer, Withdrawal, Expulsion
16. Membership Management
(1) Associate members and ordinary members: The membership of the members developed by the provincial association shall be managed by the provincial-level association; the membership of the members of the permanent bodies and their branches shall be managed by the Association.
(2) Senior members and fellows of the Association are managed by the Association.
(3) Membership transfer and withdrawal procedures are handled by the membership management department.
17. The member who withdraw from the Association shall notify the Association in writing and return the membership card. If the member does not pay the membership dues for one year or does not participate in the activities arranged by the Association, it is deemed to be automatically withdrawn.
18. If a member has a serious violation of the articles of the Association or relevant regulations, the member shall be removed by the vote of the Council or the Standing Council. If a member violates the criminal law and is deprived of political rights according to law, the membership will be cancelled naturally.
Chapter VI Supplementary Provisions
19. These Regulations shall become effective after being approved by the 11th National Member Representative Assembly.
20. The standards for the collection of membership dues in these Regulations shall be subject to discussion and approval by the National Member Representative Assembly, and shall be submitted to the relevant departments of the Ministry of Civil Affairs for approval before they become effective.
21. The amendments to these Regulations (when the standard of contribution is not involved) shall be subject to the deliberation and decision of the Council.
22. These Regulations shall be interpreted by the Standing Council of the Association.
