Ⅰ. General Provisions
1. The Measures is formulated to standardize the selection of CAA Science and Technology Awards, in accordance with the provisions of the national science and technology awards policy, with reference to the awards regulations of national institutes.
2. This award is divided into three categories: “CAA Natural Science Award”, “CAA Technology Invention Award” and “CAA Science and Technology Progress Award”, which are reviewed once a year.
3. The CAA Science and Technology Awards implement the principle of “respecting labor, knowledge, talents, and creation”, encouraging independent innovation and the climb of the heights of science and technology. The Awards is purposed to strengthen the protection of intellectual property rights, promote the close integration of scientific research and technology development with economic and social development, and accelerate the sustainable development of commercialization and industrialization of scientific and technological achievements.
4. Candidates for CAA Science and Technology Awards should love the motherland, have good scientific ethics, and remain active in the forefront of contemporary science and technology, engaged in scientific research or technology development.
5. The recommendation, evaluation and award of the CAA Science and Technology Awards shall be open, fair and impartial.
Ⅱ. CAA Natural Science Award
6. Objects: collectives and individuals who clarify natural phenomena, characteristics, laws and methods and make major scientific discoveries in the field of basic research of automation in China.
7. The achievement shall have one of the following conditions:
(1) Have new discoveries about natural phenomena and laws, or innovations in scientific theories and doctrines, innovations in research methods and methods, and creativity and systematic contributions in the collection and comprehensive analysis of basic data;
(2) The achievement should be academically at the domestic or international leading or advanced level, and have great significance for promoting the advancement of science and technology, or have an important influence on economic construction and social development;
(3) Recognized by industry at home and abroad. It refers to the publication of academic journals that have been publicly published at home and abroad or published as academic monographs for more than one year. Its important scientific conclusions have been published in important international academic conferences, publicly published academic journals, especially important academic journals and monographs directly cited or applied.
(4) Special awards may be awarded for research results of particular significance in the advancement of science and technology, economic and social development.
8. Candidate Conditions
The number of awards for CAA Natural Science Awards is limited. The number of awards for each project is generally no more than 5 (except the grand prize). The candidate should be the main author of relevant science and technology works, and have one of the following conditions:
(1) Put forward the overall academic ideas and research plans;
(2) Discover important scientific phenomena, characteristics, and laws, and clarify scientific theories and doctrines;
(3) Propose research methods and means to solve key academic problems or experimental technical difficulties, as well as systematic collection and comprehensive analysis of important basic data.
9. The CAA Natural Science Award has the first prize and the second prize. In special circumstances, a grand prize may be established. Award level is evaluated comprehensively, according to the invention made by the candidates, in terms of the degree of difficulty and complexity, the degree of technological innovation, the degree of technological innovation, the advanced degree of main technological and economic indicators, the promotion role of technological progress, the degree of popularization and application, the economic or social benefits obtained and the prospect of development and application. The amount of the award is determined based on 25-40% of the number of awards in the year. The Grand Prize item is determined by the CAA Awards Committee.
Ⅲ. CAA Technology Invention Award
10. Objects: Scientific and technological workers who use major scientific and technological knowledge such as intelligence and control in the field of automation in China to make major technological inventions such as products, processes, materials and systems.
11. The achievements shall have one of the following conditions:
(1) The predecessor has not invented or has not made it public;
(2) Advanced and innovative;
(3) Create significant economic or social benefits through implementation,
12. Candidate Conditions
(1) The number of awards for the CAA Technology Invention Awards is limited. The number of awards for each project is generally no more than six. If the number of candidates for a comprehensive major technical invention exceeds the prescribed number, the recommending unit and the recommender shall provide sufficient reasons in the Recommendation of CAA Science and Technology Award.
(2) Each candidate shall independently complete at least one of the inventions. Only those who are engaged in organization, management, coordination and support work cannot be classified as candidates, and candidates are ranked by contribution.
13. The CAA Technology Invention Award has two grades of first prize and second prize. The award level is evaluated comprehensively, according to the invention made by the candidates, in terms of the degree of difficulty and complexity, the degree of technological innovation, the degree of technological innovation, the advanced degree of main technological and economic indicators, the promotion role of technological progress, the degree of popularization and application, the economic or social benefits obtained and the prospect of development and application. The amount of the award is determined based on 25-40% of the number of awards in the year.
Ⅳ. CAA Science and Technology Progress Award
14. Objects: Scientific personnel and units who have made creative contributions in the process of technology research, technology development, technological innovation, promotion and application of advanced scientific and technological achievements, promotion of high-tech industrialization, and the completion of major scientific and technological projects and plans in China’s automation.
15. The achievements shall have one of the following conditions:
(1) Outstanding technological innovation;
(2) Significant economic or social benefits;
(3) Promote the scientific and technological progress of the industry.
16. Candidate Conditions
(1) Candidates for the CAA Science and Technology Progress Award shall meet the following conditions:
1) Propose and determine the overall plan of the project;
2) Make major technological innovations and important contributions in addressing key technologies and problems;
3) Make creative contributions to the process of transformation and dissemination of results;
4) Make an important contribution to the industrialization of high technology.
(2) The number of awards for the CAA Science and Technology Progress Award and the number of awarding units are subject to a limit. The number of first prizes shall not exceed 15 and the number of units shall not exceed 10; the number of second prizes shall not exceed 10 and the number of units shall not exceed 7. If only those who are engaged in organization, management, coordination, and support work during the project are not listed as candidates, the candidates are ranked by contribution. 17. Conditions of Candidate Unit
The candidate unit of CAA Science and Technology Progress Award shall be the main completion unit that provides technical, equipment and personnel conditions in the process of project development, development, production, application and promotion, and organizes, manages and coordinates the completion of the project. If it is only funded, it cannot be listed as the candidate for the project as the main completion unit of the project.
18. The CAA Science and Technology Progress Award shall have the first prize and the second prize. The award level is evaluated comprehensively, according to the invention made by the candidates, in terms of the degree of difficulty and complexity, the degree of technological innovation, the degree of technological innovation, the advanced degree of main technological and economic indicators, the promotion role of technological progress, the degree of popularization and application, the economic or social benefits obtained and the prospect of development and application.
The amount of the CAA Science and Technology Progress Award is determined based on 25-40% of the number of awards in the year.
V. Award recommendation
19. The CAA Natural Science Awards implement individual joint recommendation and unit recommendation system, and the recommendation is valid if one of the following conditions is satisfied:
(1) Personal recommendation:
1) Academician (academician of the Chinese Academy of Sciences, Chinese Academy of Engineering) personal recommendation;
2) Three or more CAA standing council members, CAA fellows, or five or more CAA council members and CAA senior members may jointly recommend.
(2) Unit recommendation:
1) CAA branch;
2) CAA council member unit;
3) Provincial Association of Automation;
4) Enterprises engaged in the automation, information and intelligent science industries with independent legal personality;
5) Institutions engaged in the automation, information and intelligent science industries (including institutions of higher learning, research institutes) with independent legal personality;
6) The societies engaged in the automation, information and intelligent science industries with independent legal personality.
Ⅵ. Composition and review procedures for the awards review committee
20. The Awards Committee of CAA Science and Technology Award (hereinafter referred to as the CAA Awards Committee) shall be established. The CAA Awards Committee is the organization responsible for the award of the Chinese Association of Automation. It has an award office and several evaluation teams. One review team is responsible for the preliminary review of one award, and is responsible for the CAA Awards Committee. The judging panel is appointed by the CAA Awards Committee and approved by the CAA Awards Committee Chair.
21. The three stages of qualification review, review and final review:
(1) reviewed by the CAA Awards Office. If it is unqualified, it shall be revised and resubmitted by the recommender within the prescribed time limit;
(2) The CAA Review Committee reviews the list of recommendations and selects a certain number of candidates to enter the final evaluation;
(3) The recommender has the obligation and responsibility to explain the scientific and technological significance, social benefits, economic benefits and other issues raised by the judges during the evaluation process.
22. The final evaluation results of the CAA Science and Technology Awards will be publicized on the CAA website, and will be subject to social supervision, reporting and complaints within the public notice period.
23. The Chinese Association of Automation will recommend the best CAA Science and Technology Award to the National Science and Technology Award.
Ⅶ. The supplementary
24. These regulations are interpreted by the CAA Awards Committee.
25. These regulations shall come into force after being approved by the CAA Standing Council.
